Chinese port infrastructure investments in Latin America and the U.S. counteroffensive to halt the advance in the region

Abstract

The Belt & Road Initiative, announced in 2013 by President Xi Jinping, has been the main driver of China's rise (Laufer, 2020). Initially intended for countries in Africa and Eurasia, the initiative has expanded to Latin America in the last decade, which has recently been incorporated as a recipient of port infraestructure investments. The Port of Chancay and the Port of Montevideo have served as gateways for this type of investment in Latin America. However, this continent is a victim of historical North American domination. Therefore, through various sources, this article analyzes both Chinese port infrastructure investment projects in the region and the corresponding US counteroffensive responses. In conclusion, it highlights the need for the associated Latin American countries to assess the risks of these investments in a geopolitical context of paradigm shifting.
